Is It Normal To Have Brain Involvement In T Cell Immunoblastic Non Hodgkin's Lymphoma?

Question: I asked you if brain involvement in T cell Immunoblastic non-Hodgkins lymphoma is rare. The answer I received was contradictory. I have included it below. It says, " . . . it is known to involve the brain in one percent of cases." But then it says that this is not rare. What I do not understand is that one precent seems like a very low percentage so would that not be considered rare? (I am writing my memoir and my husband died of this cancer with CNS involvement in 1991 so I don't know if that effects the answer.)
Immunoblastic non hodgkins lymphoma is an aggressive type of lymphoma and is known to involve the brain in 1% of the cases. CNS relapse after successful treatment is in the range of 2-27%.
It is not rare. 1991, it would have been more late diagnosis, compared to present better modalities of investigation.
