As far as the allergy to the NSAIDS is concerned, it belongs to analgesic group of drugs but the local anesthesia is entirely different, it belongs to anesthetic agents.
If you are allergic to NSAIDS, nothing to worry you can consult a dentist and go ahead with the treatment with the use of local anesthetic agents. But just for your safety, take a test dose prior to administration of local anethesia to check whether you are allergic to local anesthesia solution. If you are allergic then you need to get it done under general anesthesia.

Local anesthesia is the drug (like lignocaine) which numbs the area of interest, for example if you want to get your right lower wisdom tooth only that area is numbed But you will be awake.
Where as in general anesthesia (ketamine, propofol), whole body will be numb, you will be unconscious. These are the differences between local and general anesthesia.
As per my experience, it is better to get it done under local anesthesia if you are not allergic.
