Brief Answer:
Dietary advice, multivitamin syrup

Detailed Answer:
Hi,
Welcome to this forum.
Can understand your concerns.

Weight at 21 months of age should be around 11 kg. So, the weight is definitely less.

A multivitamin syrups like syrup bevon should be started for 2 months, which will also improve appetite in child.

Dietary modifications should be done like
Give full cream milk daily
1 egg daily
Add little butter in every meal
Banana, apple should be given

I hope this will help you.
Wishing your child good health.
Take care.
