Detailed Answer:
Hello sir and welcome.
Thank you for writing to us.
I have gone through your query with diligence and would like you to know that I am here to help. Yes it is fine to use a paper bag whilst hyperventilating, but make sure you use it for a maximum of 5-10 seconds at a stretch, then breathe some fresh air and then again use the bag if required (i.e. if it helps you).
I hope you find this information helpful. Please feel free to write back to me for any further clarifications, I am always here to help.
Best wishes.

my understanding is i that if you do this often you can actually stop hyperventilation because your mind will adjust?
Brief Answer:
Certainly worth a shot, but not a sure shot
Detailed Answer:
Hi.
Theoretically it should, but as I always tell my patients, no two individuals are alike. So you can try it sir, but it is not a 100% effective method. But if it helps, then it is a safe and natural method not requiring any artificial assistance.
I hope this helps.
Best wishes.
