Brief Answer:
Negative hcg and urine pregnancy test rule out

Detailed Answer:
Hi , I am here to help you.

A negative urine pregnancy test and serum hcg rule out pregnancy with certainty. so you are not pregnant . since you have pcos you have a hormonal imbalance which is causing delayed or absent periods. take tab regestrone 10 mg twice a day for 5 days and within a week of stopping the drug you will get your periods. then you will need to regularize your periods, the medication for which will vary whether you want to conceive or not at the moment .in case you have further queries you can get in touch with me.take care all the best.
