It is a skin tag which is usually left to protect the Frenular artery.

It is most likely that a skin tag would have developed. This is usual after circumcision operations. The place where the pee hole( Or external urethral meatus) is, that place joins with the shaft of the penis and harbors the frenular artery which is the part of the attachment of the prepuceal skin to the glans penis and has to be left due to the artery inside. This can be felt like a ball. It could also be a cyst. Im sure it is nothing to worry about but it would be better to get it checked out specially if you want it removed or decreased in size which can possibly be done without injuring the artery.
If you do not have any problems with it then I suggest you leave it alone.
It would not bother you in any way except for the unsightly look it might give, which can be worked upon if you need. For that you would need to see a Plastic Surgeon or a Urologist.
