If it has been just 4 weeks of 10mg brintellix, in my opinion, you can switch to effexor 37.5mg.
There should not be any problem in this.
But please note that effexor might need some time to show its effects again, as you have been off effexor for more than 4 weeks now.
The positive point here is that as you have responded to effexor in past, this drug should suit you now as well.
