She is having right sided fibrotic lung due to previous tuberculosis.
Surgical removal is the only option.
But it is very risky and life threatening operation.
If she is having active haemoptysis then we need to rule out

So I don't think radiotherapy is an option.

The minor surgery you are talking about is mostly embolisation.
It is actually not a surgery. It is radiological intervention. For this , you need to first get done DSA (Digital Substraction Angiography) and identify the bleeding vessel.
