Question: is there a connection between marked discolouration of lower leg 00 just above ankle -- and thyroid disorder?

Yes there is condition known as pretibial myxedema associated with hyperthyroidism. But I want to know few things before further discussion.
1. Which form of thyroid disorder you are suffering from.?
2. Have you done your thyroid function test?
3.are there other symptoms of thyroid disorder?
