Hi and welcome to HCM.
There are procedures which are done by urologisgt or plastic surgeon where various surgical techniques can be done to modify penis look, size or direction. It also include incision of dorsal penis skin and base of scrotum that you sdescribe and this is commonly used as one method of penis elongation. However, results sometimes may not be as expected so you should find experienced surgeon and consult about it. Wish you good health. Regards

Brief Answer:
hi
Detailed Answer:
There are many good surgeons. I don't know, but try to ask your GP or the near hospital. It isn't a complex procedure and an average surgeon can do it and results are depending on type anomaly more than on experience of surgeon.
