Noticed Red Rashes Around The Base Of Penis. What Could It Be?

Question: i have recently noticed a small red rash at the base of my penis what could it be? there are no bumps.

This could be an innocous finding.
Apply some antibiotic cream over the area thrice daily for 3 days.
Keep the area very clean.
Avoid sexual exposure right now.

i noticed a few days ago that when i would sweat tiny red dots would appear but then i would shower and they would go away.

Then this might be an allergic reaction.
Take some antiallergic tablets for a few days.
