Will a 2 mg. spray of rograine on a small area of my scalp be harmful, considering my above conditions?

I continue to do shoulder exercises. I just finished 6 days of cortisone and it has not helped.'

Since skin issues have been excluded it does seem to be a nerve issue, most probably nerve irritation in the setting of spinal degenerative changes, common with age.
You do seem to have undertaken the right steps about it by having physical therapy, it should be continued. I wouldn't do any more chiropractic sessions as in the neck area it has some risks. You can continue tens and biofreeze.
Other options to control the symptoms would include acetaminophen (Tylenol) and medication for chronic pain and neuropathic symptoms such as Pregabalin or Gabapentin. If none works and symptoms are really bothering then opioids like tramadol may be considered (but wouldn't really recommend unless really necessary).
