I understand your concerns but don't worry. The likely cause of fever in this age group is self limiting viral infections. They need just symptomatic treatment. Antibiotics are not needed unless and until a bacterial infection is present.
As she is not accepting oral syrups, you may give anamol (paracetamol) suppository. The dose is 15-20 mg/kg and it can be repeated after 6-8 hours if fever persists. Also, cold sponging will be helpful. I would not recommend you injectable treatment at present.
In case the fever doesn't improve in 3 days, then go for laboratory work up. If she doesn't have any focus of infection then a CBC, CRP, Malaria test, Typhidot M, Chest X ray and urine examination will be useful. You may upload the reports for my reference.
