I am Dr. Kakkar (Dermatologist and Venereologist). I have gone through your query and I have viewed the Images.
I can see multiple, pinhead sized, similar looking, flat topped, shiny bumps on glans of penis head. They seems like that due to "Lichen Nitidus".
Lichen Nitidus can present with similar bumps on abdomen, chest, arms and hands. The cause of Lichen Nitidus is not exactly known however it is more common in atopic individuals i.e those who are prone to allergies (h/o cold, sneezing, sinusitis and skin itching) but that is not mandatory.
Lichen Nitidus is an endogenous, benign condition. It is not an infection that is sexually acquired.
Treatment of Lichen Nitidus is in the form of either topical moderately potent steroid creams like Mometasone furoate 0.1% cream or Betamethasone valerate 0.1% cream Or topical Calcineurin inhibitors like Tacrolimus 0.1% ointment or Pimecrolimus 1% cream. These are prescription topical medications and I suggest that use them under supervision and guidance of a dermatologist near you.

Lichen Nitidus is a form of eczema but very curable with topical treatments that I mentioned. Diagnosis of Lichen Nitidus is suggested by classical clinical presentation of flat topped, shiny, monomorphic, skin colored lesions at characteristic sites like abdomen, glans, arms and hand. Biopsy is rarely required for confirmation of Lichen Nitidus.. Since the diagnosis is very obvious in your case so I don't think there would be any confusion with another condition. Let me know what your dermatologist says about this..
