What is the duration of these dark spots?
Was there any history of itching, rash or bumps on these sites prior to the discolouration?
Is there any personal or family history of allergic rhinitis, asthma or dermatitis in your wife or her family?
Is your wife having dry skin?
Is she having any other ailments or taking other medicines?

Brief Answer:
Either inverse lichen planus or pityriasis versicolor
Detailed Answer:
According to your complaints there are few possibilities: either inverse lichen planus which is chronic pigmentary disorder or pityriasis versicolor which is a superficial fungal infection.
I would recommend you to go for potassium hydroxide examination of the scraping from the under arm area.
This will rule out fungal infection.
If potassium hydroxide scraping come out to be negative then possibility of lichen planus increases and you need to go for depigmenting creams but under a doctor's supervision.
