Question: Have small bumps on the base of my penis and the penile shaft. they do not hurt or itch. have been tested for all stds. concerned it could be warts

With this difficulty, i will suggest that you get another image and avoid taking it at close range because it distorts the general picture of the bumps and make inspection and interpretation a lot more difficult.
