Question : Have small bumps on the base of my penis and the penile shaft. they do not hurt or itch. have been tested for all stds. concerned it could be warts

I am so sorry to hear about these bumps. They don't look so typical of warts but i cannot conclude because the resolution of this image is not the best. With this difficulty, i will suggest that you get another image and avoid taking it at close range because it distorts the general picture of the bumps and make inspection and interpretation a lot more difficult.
