It is the normal developmental milestone of the kid. He has grown enough to explore the world in his own childish way. No matter how many times you stop him, once he looks at a different, new thing, he just wants to touch, taste and open it to explore what it actually is. Sparkling colors attract him the most. He needs care and attention in a different way. Don't stop him and don't beat him on anything. You have to change rather yourself a bit accordingly. Keep your costly stuff out of his reach. Dressing table or night stands are the notorious places to keep stuff that's expensive and will be damaged by the kid.
Right now he is in limits of normal development. But, if this goes beyond limits, that he hurts himself and others and keeps on doing this, then you need to consult a Pediatric psychiatrist. He will examine him thoroughly and will for any may rule out ADHD (a disease), and will treat accordingly. But right now nothing needed to do. Give him time to learn the external world. My clinical experience says if you cooperate as I suggested, this kid will become a great successful personality and a genius one. But if you stop him from exploring the outside world, his abilities are likely to be masked.
