Brief Answer:
meet urologist only you have other symptoms...
Detailed Answer:
Welcome at HCM...
I have gone through your query and photographs and being your physician I completely understand your health concerns.
As far as small brown spots are concerned , it is most probably a penile melanosis , which is harmless condition and doesn't require any treatment except for cosmesis.
The white discoloration on glans is quite consistent with Vitiligo....it may be associated with same discoloration on other body parts. It doesn't require treatment...
If there is burning ,Bleeding , pain or itching sensation only then meet urologist..
Hope it helps
Do get back to me if you have any other queries.

I appreciate your follow up.
Cosmesis means for cosmetic purposes.
Since there are no associated symptoms so you should not be worried about it. It is not going to harm you.
You can meet dermatologist so that it can be treated. They mostly use laser and cryotheraoy to treat it.
Hope it helps.
