Yes, more frequent urge to urinate is due to urinary tract infection and you have been getting treatment for the same. Do you still have this issue of frequent urination and urgency??
Viagra works best when taken 30 minutes before the actual start of sexual activity. If someone takes and just starts the sexual activity (or as you did masturbate) it is usually possible and very normal if penis isn't fully erect and you ejaculate.

Yes, it is possible to have a culture negative but still need for medications. Urine culture may come negative due to using antibiotics/or just finished taking antibiotics; taking a lot of water before that test that dilutes the load of pathogens, or due to vitamin C intake.
