Thanks very much for your help.With reference to my said symptoms of itching on penis ,i've uploaded couple of close up pictures of the affected region.I'm about to be married and quite worried that any harm happens to my partner's vagina besides during sex.Hence kindly help me to get out of this issue.

I have seen the attached pictures .
You seem to have developed scrotal neurodermatitis.
This is basically a type of skin eczema which is very common in this region . In addition ,I can see mild superficial fungal infection in the area also .
keep the affected area clean and dry . Apply a topical cream like zydip c or candid b cream over the affected area twice daily .
Since this skin condition tends to increase with rubbing or scratching ,so you should completely avoid rubbing the area .
Wear cotton undergarments so as to decrease sweating and prevent further friction.
With proper treatment ,it should heal in ten to fourteen days .

Thanks very much for your answer doctor.I will ensure to follow your suggestions and will let you know my progress soon.The only thing worrying me is if i can have safe sex with the partner as i'm infected due to some type of common infection on the private area.Please give me some confidence on this as this is really making me depressed a lot.
