I have gone through the query and examined the image thoroughly. I am of opinion that the swelling over the left anterior pillar is a mucosal cyst or mucocele.
Mucocele is formed when the opening of the minor salivary gland get blocked. There is continuous production of saliva but it is not able to come out because of the blocked duct. The minor salivary gland balloons out with trapped secretions inside.
Do not worry, as there is no change in the size of the swelling. This is a harmless cyst, that's the reason no doctor took attention of this simple swelling. Tonsils are of normal size and doesn't look to be inflamed or infected.
