I have gone through your history. The sort of symptoms you are describing may not be directly related to the heart attack as she is not having any pain/sweating/ uneasiness and her vitals are normal. Considering her age it can very well fit in with shoulder periarthritis or a tendon inflammation like tennis elbow which is not allowing her to raise the arms or grasp things. If that is normal, we just need to check for her nerve entrapment for it.
Considering her past history of heart failure first thing I would do is to rule out any cardiac problem. Although from the history it doesn't look like but just to be sure we should rule it out. At least the baseline with ECG, 2d echo and cardiac enzymes if they are normal at least we are sure it is nothing serious and the rest can be dealt with.
Just get it evaluated once. If not cardiac it is probably musculoskeltal.
