Brief Answer:
no not normal, called orthostatic hypotension

Detailed Answer:
HI, thanks for using healthcare magic

This is not normal, it is called orthostatic hypotension.

Decreasing the dose of blood pressure medication is one of the normal decisions after this is found.
This decrease in blood pressure can cause dizziness and falls.

Orthostatic hypotension can be related to medication, which is the reason it was stopped but there are also other causes.

In some persons it can be due to: (1) dehydration- inadequate fluid intake can sometimes cause this
(2)heart disease
(3)anemia
(4)alcohol
(5)diabetes due to effect on nerve function
(6)hormonal conditions such as thyroid disease among others
(7)abnormal electrolyte levels

If there is no improvement with the decreased medication then he may need further examination and testing

I hope this helps, feel free to ask any other questions
