Brief Answer:
Most probably a cervical radiculopathy, caused due to pinched nerve.

Detailed Answer:
Hi,

Sorry to hear about the symptoms your wife has been experiencing. To me this pain mostly seems to be due to a pinched nerve in the cervical spine. As one ages it tends to happen, more in some than the others.
I would like to know if it is only pain and shock like sensation or are there any other following symptoms, like inability to do finer movements with fingers, like feeding or buttoning or writing. Basically is there any weakness in the arms, forearms, hands or fingers; as compared to before? Does she have any history of trauma or fall?

Meanwhile I would suggest her to get an Xray of the cervical spine in three views. One in antero-posterior view, two in lateral view in flexion and extension. The xray technician would understand these views. That would show if there is any spondylolysis or spondylosis going on which generally causes this type of symptoms.

For the pain she can have OTC pain medications like Paracetamol and ibuprofen if either of them can be tolerated well. If she have an 'acidity symptoms' she can add a OTC antacid too. But if the pain is a bit severe and is troubling a lot, she will need a prescription drugs like Tramadol etc., for which you will need a prescription from a doctor after a thorough physical examination. Along with this pain medication, the shock like sensation can be treated with a drug called Pregabalin, which too is a prescription drug.

If the symptoms are progressive down the line, a MRI of the cervical spine is needed and then a proper line of management can be suggested after a physical examination, about the need for surgical intervention.
PS: This is not related to the oligohydramnios.

Hope this helps.
