A combination of rash,running nose and fever goes in favor of viral fever.
You had presumably protected sex.
The median incubation period of syphilis in humans is approx.21 days.Typical primary lesion is single painless papule on gential area-which soon becomes an ulcer (chancre). You don't have such kind of lesion and neither the incubation period justifies possibility of syphilis .
Acute HIV syndrome (fever, skin rash, pharyngitis, and myalgia) usually occurs 3–6 weeks after primary infection .2 weeks is too short a period.
Is it possible to upload a close-up of affected skin area?
Herpes zoster is a possibility,if rash is unilateral and vesicular.
Epstein-Barr virus (EBV) infection or infectious mononucleosis (IM), may cause fever;a morbilliform or papular rash, usually on the arms or trunk, develops in 5% of cases .EBV is spread by contact with oral secretions and is frequently transmitted among young adults by transfer of saliva during kissing.
You can go for complete blood count as an initial investigation.
Most cases of viral fever are however self-limited.

Thank you very much for the highly detailed response. I am very Grateful. I have uploaded the Picture of the Rash present above my hips. I have 3 more similar rashes, two are almost adjacent to the current one. And one is at the center of my right hip. These are not vesicular in nature at all. Infact, the picture I uploaded was taken 2-3 days ago.
As of Today, the Rash has become browish(towards my skin color) and looks like that it would fade in less than a week.
And all I wanted to know about is the possibility of an STD, any other causes of fever are not much of a concern. Secondly, 99.3 Farenheit is something I believe will be gone by tomorrow.

It may be due to vasculitis as it appears in the picture.You need to continue symptomatic treatment till it subsides.
