I can understand your concern for the growth around base of scrotum.
In original view of the picture it appears to be skin tag rather than a wart (HPV). But on magnification it becomes blurred. Therefore to confirm & diagnose and guide you for the exact entity I request you to kindly upload few good resolution pictures of the affected area so that I can analyze it better.

Skin tag with inflammation

Hello young fellow,
Welcome again to the forum and thanks a lot for so swift follow up.
I am highly thankful to you for sending the good resolution pictures. After analyzing the pictures let me reassure you that the growth is simple skin tag which is bit inflamed now.
To tell you simply these skin tags are small over proliferation of skin. At fold areas the skin is bit lose and therefore small sprouts of skin can develop. Due to friction it can get enlarged and can become bit painful. You have the same inflamed skin tag which we can see is red and swollen.
To differentiate from a wart (HPV)- a wart is basically an accuminate (thorn like) or pointed structure with multiple pointed ends. You can see that the growth is smooth and blunt and is not pointed with multiple ends.
If I were your treating dermatologist then would have opted to remove the growth with radio-cautery. It is a simple procedure where the skin tag can be removed within few minutes and do not require any stitches with very fast healing.
For the interim of the help till you meet a dermatologist for cautery procedure. I suggest you to not to touch or pinch the area. Wear cotton undergarments and avoid heat humidity and friction.
If there is any pain then a pain killer anti-inflammatory tablet such as paracetamol can be taken for 2 times.
