Can a dermatologist handle this?
I looked up haemangioma on the internet and that is a birth mark. This is some kind of broken blood vessel and it is blue and painful. Any other idea?

Brief Answer:
An experienced Dermatologist can manage.
Detailed Answer:
Hi
I have seen many cases of Haemangioma which were acquired in later life.
An experienced Dermatologist can manage this.
Simple investigation like Ultrasound/Colour doppler of the swelling will give a clue. As it is small, you can get it removed surgically and send it for histopathological examination ( Biopsy ).
Another possibility is Haematoma, blood clot due to some minor injury.
Nothing to worry.
