Hello and welcome,

A painful blister in the genitals is most often caused by herpes virus. Usually it is Herpes II, but not always. It would be good for you to go in to see a doctor to confirm this. Genital herpes can cause itching before the blisters erupt. Usually they are small and there are several of them. If it looks like herpes to the doctor he or she may prescribe you an oral antiviral medication.

Another possibility is that if you were scratching the itchy area a lot, that you developed a blister due to friction. In this case, if there is a red rash that looks like a fungal infection, that should be treated with anti fungal, and the blister should be treated with standard blister first aid.
