Brief Answer:
possible skin lesion

Detailed Answer:
Hi and welcome.

This is definitely skin lesion which required further management. As I can see, this may be a basal cell carcinoma which is not real cancer but is a type of skin tumor that may grow too big in size.

At this point, I think that you need to do a small biopsy of one piece of this rash. If this is confirmed to be basal cell carcinoma, then the whole lesion should be surgically removed by a plastic surgeon. If this is some other cause such as hemangioma or psoriasis then it can be treated with topical ointments accordingly.

Let me know if I can assist you further.

Wish you good health.
Regards
