Brief Answer:
This could be panic disorder

Detailed Answer:
Dear XXXXXXX
Thanks for using Healthcaremagic.

I read your query and understand your concerns.

First of all I like to inform you that after a significant stressor many individuals continue to experience anxiety attacks because there is increased secretion of cortisol and related stress hormones. However such individuals often need counselling in addition to medication as medication alone is never sufficient to deal their problem completely. Visiting a physician for high blood pressure is good but leaving alone his anxiety causing feeling of distrust in your brother. He need to continue to see a psychiatrist who also imparts counselling.

I also feel that episodic nature of his anxiety attacks points toward possibility of panic disorder which is also a form of anxiety disorder with extreme anxiety lasting for few minutes.

The another thing which needs to be investigated is pheochromocytoma. This is kind of disorder where individual presents with extreme anxiety, high blood pressure, headache among others.

I request you to discuss possibility of these two disorders along with your doctor for further investigation.

I hope this helps you.
Feel free to write back to me if you have more questions.
Thanks and regards.
