Suggest Treatment For Balanitis

Question: I am suffering from balanitis for 10 months. Cuts will be appearing on the foreskin while rolling it back and fro. White residues are found every day after cleaning several times. I have used betadine cream and wash every day two times my penis. The cuts will be vanishing but itchiness was there which again bring the cuts. I went to doctor he suggested for blood sugar test and prescribed augmentin 1000 for 5 days with candid topical lotion for itchiness. He asked for circumcision. I checked the sugar and it was high .but with regular exercise for 4months I lowered to normal but still then the white residue are appearing and itchiness and cut is there. What I should do I don't want circumcision. Please help me out.
