Involuntary blinking of eye with increased frequency, and as it is preceded by a strong sensation, may be the early stage of a focal dystonia-called as blepharospasm.It can't be denied at this stage.
In blepharospasm, talking with others usually act as a sensory trick and frequency of blinking decreases while the person is engaged in conversation.What happens to your eyelid blinking frequency,when you are talking with others?
Trigeminal neuralgia is characterized by transient(lasting seconds and maximum upto a couple of minutes)events of excruciating pain in the facial trigeminal area.These are usually triggered by speaking,chewing,brushing or smiling.The headache you mentioned does not appear to be like that of Trigeminal neuralgia.

This acts as a sensory trick tilts the diagnosis in favor of focal dystonia likely blepharospasm.
I suggest you to be on a trial of clonazepam, and observe for the response.It may turn out to be of beneficial effect.
