I have attached a picture of the blisters on my penis
Brief Answer:
Balanitis
Detailed Answer:
Hi,
I checked the picture. I could find multiple blisters of pin head size on the picture. It is called Balanitis. Do you have discharge and itching?
If you are in faithful relationship for few years you should not fear about STD's. IF you are not you should get evaluated for all STDs at the local Genitourinary clinic.
If it is not STD's it might be turning into a skin problem like Eczema. it may not be fungal as you had tried the thrush creams which cure against candidal fungus.
Get urine routine examination, blood counts, local swab culture examination from the local lab.

as said in my earlier reply you need testing to determine cause of balanitis. refrain from intercourse until complete treatment by competent physician.
primarily it still looks to be infection or skin lesion from allergy.
