Suggest Treatment For Bumps On The Scrotum And On The Penis Shaft

Question: hello, my name is XXXXXXX
I am having an issue with three mystery bumps on my scrotum and one on the base of the shaft
let me start of my saying i am highly versed in the subject of genitals and issues that can occur as i have had everything non std related in my 28 years of life, every thing from staph to ringworm,
on to symptoms
the bumps one my testicals are in a row roughly 1/2 cm to 1 cm apart and seemed to be next to the hair follicle
raised from the skin
were XXXXXXX to brownish in color.
seemed to be an uniform circular to slightly oblong in shape at first glance but when view with a magnifying glass seem to be have a very irregular surface (bumps of various size
no more then 1.5mm in diameter
hard to the touch and slightly shiny
Do not itch nor have any pain associated with them
they have been present for sometime no 6 plus mouths and have not seemed to change much
My initial concern is HPV
as they slightly resemble some pictures i have seen
however they are not clustered nor do the itch or and anywhere close to the size i believe a wart would be and the do not have the characterized shelf like hpv
i had sratched them off at one point and the returned
2 months went by and the bumps have returned in the exact locations with see exact symptoms and features
my primary doctor has looked at them and says the are not a concern
but did not know what they could be
i need an answer if not hpv then what???

I your opinion it doesnt appear to be any type of atipical hpv or wart out break?
