I have seen the attached pictures.
You surely have a rash at the head of penis.
It appears to me like a circular area of irritated skin .Such a rash over the genitals could be suggestive of a fixed dry eruption.
Most importantly,it does not look like any std. So don't worry, kindly provide me certain details so that we can reach a definite diagnosis .
Please tell if you are taking any oral drugs like antibiotics, pain killers or any cough syrups or drugs for upset abdomen or any supplements ?

Thanks for the information.
The possibilities that I am considering in your case are either a fixed drug eruption due to Tylenol or an auto immune process .
Now taking into account the first possibility, you need to totally stop the intake of Tylenol for at least two weeks .
Start application of cortisol cream over the affected area twice daily .
Take tablet Claritin once daily for five daily .
Follow up after a week.
I do expect to see improvement ,else we will go on the lines of an autoimmune work up.

Autoimmune diseases in this area basically covers various skin conditions like lichen planus, psoriasis, erythroplakia etc etc .
These are basically non infective chronic conditions which mostly require a skin biopsy from the affected area due confirmation and require long term treatment as well .
