Brief Answer:
Melbid
Detailed Answer:
Hello
Thanks for the query and photograph.
It is looking like post inflammatory hypopigmentation.
It can happen if you have a habit of lip smacking or sometimes on its own.
I treat such cases with melbid lotion.
It gives good response and is easily available.
You can try this.
Let me know if you have any other doubts.
Thank you.

Brief Answer:
Not vitiligo
Detailed Answer:
Hello
Smoking definitely is associated with discolouration of lips.
I have seen many such cases.
In vitiligo the skin becomes totally de pigmented.
The photograph attached by you is not totally de pigmented.
There is no test to diagnose vitiligo.
The diagnosis is based on clinical appearance.
Use melbid lotion it gives excellent response.
Let me know if you have any other doubts.
Thank you.

Brief Answer:
Apply overnight
Detailed Answer:
Hello
Apply the lotion and let it be there for over night.
in morning sit it front of a table lamp with light falling on your face for 10 min.
This is to substitute sunlight which might not be possible for you in early morning.
Let me know if you have any other doubts.
Thank you.
