What is the best way to I.D. whether it's herpes. Will the antibodies show up in a blood test even after the cold sore (if it be a cold sore per se; could be a rash) heals?

But I do have this thought/question.
So there are situations where a rash can appear on the corner of a child's lips besides its being a fever blister/cold sore and a vitamin B deficiency, aren't there? A child could have a rash that's not a cold sore from, say, an allergic reaction to an unfamiliar food, for example. Is that correct?

The fever or cold sores are most often due to Herpes. Once infected, it remains in the area supplied by the same nerve, for life. Most often we do not even realize it. It expresses itself when the body is weak or immunocompromised. Other than Vitamin B deficiency or allergic reaction, I do not think of any other cause.
