Brief Answer:
See the General Surgeon

Detailed Answer:
Namaskar XXXXXX
Thanks for your query.

There are no Podiatrist in XXXXXXX
A general Surgeon from XXXXXXX near your house can get this operated. These corns will be completely removed. There is a very small chance of recurrence. But a proper dressing will help avoid the recurrence.

Since your Mother is 68 years old , just check for blood pressure and blood sugar and for any other medical problem. If she is not diabetic or hypertensive , you go ahead this at your earliest.

The corn caps have been observed to be NOT so effective , they work only in superficial corns.

The General Surgeon can tell you whether this is a corn or viral warts. The liquid Podowart is effective in case of viral warts and you Surgeon will advise and teach how to apply- in that case surgery may not be needed.
