Suggest Treatment For Facial Acne

Question: My daughter has suffered with ingrown hairs on her face for 2 years. Her husband had a nervous breakdown and lost his job, so she was not in a good place. She does not have hairy skin, is blonde with quite fine hair. The ingrown forms a scab which is very itchy and when she picks it off there is a long (2"or more) hair attached. She always had lovely skin, but now is marked from all this problem. Has had mountains of antibiotics from Doctors as well as natural remedies, but nothing seems to stop it.
It is making her very self-conscious and she doesn't want to go out in public. It is very noticeable
What do you suggest???
