I am a 69 year old type 2 diabetic, generally healthy and active.
I have developed mild pain and neuropathy on my left shin and to a lesser extent on my right shin.
On the left, I frequently have skin sores, which go away after a month but then come back.

I have reviewed it and this is suggestive of venous ulcers. This is caused by poor blood circulation. I will encourage you to always do mild physical activity so as to improve blood circulation to the limbs and prevent these. Also, always try to massage the limbs as well.
