Detailed Answer:
Hi
Thanks for being at healthcaremagic
According to your complaints your friend seems to have developed candidal infection of the foreskin and glans.
It is a yeast infection which can be transmitted sexually.
If I were your friend's treating doctor I would recommend him to apply clotrimazole cream on the affected areas twice daily for 2 weeks.
For itching I would suggest him to take antihistaminics like tablet levocetrizine 5 mg daily at bedtime.
I hope to have answered your query and would be happy to clarify any further doubts.

He used fluconazole tab 150mg for 5 days but not subsided
Brief Answer:
Apply clotrimazole cream, else upload the photographs
Detailed Answer:
Candidal infection normally responds to tablet fluconazole 150 mg but I would still recommend you to apply clotrimazole cream on the affected areas and see the response.
Otherwise you can upload the photographs of the rash so that I can have a clearer picture of the condition.
