I have seen carefully the attached picture and as well based on your description I think and agree with your doctor that this is just a fungal infection in scrotum and thigh in both of sides and absolutely not a herpes simplex.
Fungal infections do not usually go deeper than the skin into the body and are not usually serious.
I suggest still to use the anti fungal cream in the right side now.
Furthermore I advise you to change underwear daily, to wash your groin daily and then dry thoroughly and do not use very tight underwear and pants. Drink cleaner water.

Yes you have right that herpes outbreaks and fungal infections can often have very similar symptoms, even though they are very different problems.
Both herpes and yeast infections can display symptoms of itching, burning, discharge and odor, irritation, redness, swelling, blisters, and/or fissures but blisters on the skin characterize herpes outbreaks,and are not typical of fungal infections.
Herpes outbreaks may sometimes be accompanied by flu-like symptoms, fungal infections do not.
Itching from a fungal infection, however, only occurs on the moist parts of the genital area(groin area as you have).
Herpes couldn't heal with antifungal cream but with antivirals and couldn't have so many outbreaks in the short time.
So, based on above mentioned facts and these pictures I think that this is fungal infection. But the only sure way 100% to find out is to get tested.
