Brief Answer:
Sinusitis, steam inhalation and ibuprofen

Detailed Answer:
Hi
Welcome
I have gone through your query.
Based on the information I feel you have sinusitis. More likely to be frontal sinusitis.
Presently I would suggest you to go for steam inhalation with few drops of eucalyptus oil in it, do it three to four times a day. Drink plenty of water especially warm water. Avoid AC rooms as much as possible.
I would suggest you to take NSAIDS like Ibuprofen which has both analgesic and antiinflammatory property , so it will take care of both pain and inflammation in the sinuses. Dose is 400 mg thrice daily after food for three days. It requires valid prescription, so kindly visit local doctor for examination and for prescription.
Other possibility is refractory errors of the eye, that need to be ruled out,.

If the symptoms persist, then we have to take x ray of the sinuses and based on the report we can decide on the need of antibiotic.
Hope this helps
Take care
