After going through the medical details provided by you of your father I understand your concern for his health and I would like to tell you that
Considering his age, the other medical conditions and the diffuse nature of the disease CABG is a better option as it will provide good long term results provided it should be done from a good cardiac hospital under the hands of a good surgeon. As his HbA1c is 5.7 which is a good diabetic control so healing of the scar or wound will be good.
Although angioplasty can also be done but then it will be requiring multiple stents and probably even then all the vessel cannot be opened. Also the cost will probably be more than a CABG.
Studied also recommend CABG after 60 yrs of age if the heart function is good.

By looking at the two angiogram reports,
1-Proximal LAD has become NORMAL from 95% long stenosis.
But few new blocks have come.
2- patient has never experienced angina till today.
3- symptoms of low sugar made us panic.
4- he has been taking the following medicines for the last 17 months,

Clopigrel 75mg
Orakinase
Zosta 20mg
Cardimax SR 60
Nikoron 5 mg
Imdur 30mg
Dilzem SR 90
Amlace
Co Q-ten 30 mg
Benalgis 100mg
Albutamol
Domstal
Valium 5mg
5- seems there is improvement in his angiogram reports.
6- should we consider continuing with these medicines as an alternative to surgery?
7- If we do, what are the risks?

As your father has multiple lesion and also few new lesions has developed which points towards the fact that he has a progressive disease.
Although he is angina free that's because he is on multiple medications. This doesn't mean that the disease cannot progress any further as medicines only slow down the disease process.
If the blockages where less than 60% then I would have said that you can continue with the medicines but now he needs revascularisation either as angioplasty or CABG. Ideally CABG.
Risk will be of an acute MI.
