Brief Answer:
Could be allergic reaction

Detailed Answer:
Hi
I am Dr Mittal
I have understood your query

Its about immunity.
Herpes virus is a common virus that spreads easily by contact
The skin eruptions (I think thats what you mean by outbreaks) depend on the immunity.
Many times the immunity is strong and therefore the person does not have skin lesions.

I read you have had it. I would think that if you have had it, the episode would have lasted some time- minimum period is usually 7-10 days.
However, herpes produces an immunity, so once had, the repeat infections are rare unless there is an underlying immunodeficiency.

Therefore I feel that these new outbreaks you have every time you have intercourse are probably allergic reactions to some thing you use, like maybe latex of the condom. Allergic reactions would be typically short lasting 3-4 days.

I would like to help you further. So if you feel there is anything I have missed, please feel free to ask a follow up query. uploading a picture of the lesions, if possible, will be a good help in helping us diagnose the condition.

I hope that the information helps you.
Best of luck
