Brief Answer:
Start with exercise and diet

Detailed Answer:
Hi
I have read your query.
I am Dr Mittal and I will try to help you with the query.

Now those levels certainly say that you are diabetic. And it is probably permanent too.
The one way to confirm it would be to undergo HbA1C test(blood test).

As for the treatment, I think I would suggest controlling your diet and do regular exercises.
Check your sugars regularly. If you are overweight, try to lose weight as well.

Try that for 3 weeks, if that does not help control sugars, we will have to consider medications.

Please feel free to ask a further query for any specific related question.
Best of luck
