she is a dialysis patient and have been for 19 years the only medicine she is on are the binders that you take when on dialysis, and hydrocodone for arthritis pain in her knees

As she is on dialysis for last 19 years, now with prominent neck veins I would advise you to get her cardio vascular status evaluated by a cardiologist who might go for ECG and ECHO tests as per his evaluation. Further opinion and suggestion on the management on this is possible after knowing the cardiovascular status.
