I have seen the attached photographs also.
It looks like Steacystoma multtiplex to me. These are enlarged sebaceous glands involving skin of scrotum.
They are asymptomatic and harmless structures.
Still if cosmetically bother you , may be surgically excised by an experienced Dermatologist.
You should visit your doctor so that he can examine youand give you prescription.
You can share my opinion with him.
