Brief Answer:
Must be yeast infection, apply topical antifungals

Detailed Answer:
Hi
Thanks for being at healthcaremagic
I am Dr Asmeet Kaur Sawhney, a dermatologist.
You must have developed yeast infection of the foreskin which is very common in diabetics especially if it is not controlled.
In such cases I recommend my patients to maintain proper personal hygiene, apply antifungal cream like sertaconazole cream on the affected areas twice daily for 2-3 weeks and take antihistaminic like tablet levocetrizine 5 mg once or twice daily if the infection is associated with itching or irritation.
But the most important thing in controlling the infection is to normalise your blood sugar levels.

Brief Answer:
Take oral antifungal and go for warm saline washes

Detailed Answer:
Hi
You can take an oral antifungal like fluconazole tablet 150 mg single dose stat and wash the foreskin with warm saline water 2-3 times in a day.
This should reduce the swelling and then you can apply the antifungal medication.
