The condition you described point either towards tinea ( fungal infection ) or irritant dermatitis.
Thighs and buttock as area of involvement point, and itching towards tinea more. Are the scabs arranged in circular fashion ? with central normal skin ? If yes,
Apply a topical cream containing sertaconazole or griseofulvin. take oral antiallergic like cetrizine .
If its not arranged in circular pattern like this,
Apply topical steroid like hydrocortisine over the lesion. Well moisturize the area.
